Current rules of crossing the Ukrainian border are regulated by the Decree of the Cabinet of Ministers of Ukraine № 1236, as amended on December 29, 2021.
All foreigners, regardless of age and country of arrival to Ukraine, must have insurance policy (certificate), issued by insurance company registered in Ukraine or foreign insurance company, which has a representative office in Ukraine or contract relations with partner insurance company on the territory of Ukraine (assistance), which covers the expenses for treatment and observation, and is valid for the whole period of stay in Ukraine..
All foreign citizens, holders of temporary residence permits, and stateless persons should have one of the following documents:
• A document confirming receipt of a full course of vaccinations with vaccines that are included by the WHO in the list of those permitted for use in emergency situations; or
• A foreign COVID certificate proving that one, two or more doses of COVID-19 vaccine have been administered, or a negative PCR test result, or that COVID-19 has been cured; or
• Negative result of PCR test or SARS-CoV-2 coronavirus antigen rapid test done no more than 72 hours before entry; or
